rails3 does not run on ruby 1.9.1. 10.04 currently doesn't have 1.9.2 in apt. This is bad. Normal apt-get won't work. You need RVM and RVM needs ruby 1.8.7.

aptitude update

Clean up if older ruby 1.8.x or 1.9.0 is installed.
aptitude remove ruby1.9 ruby rubygems1.9.1 rubygems
apt-get install mysql-server
apt-get install ruby1.8 irb1.8 ri1.8 rdoc1.8

Check that ruby got installed correctly.
